Joe M. Allbaugh, Former FEMA Director, Joins Emergent BioSolutions’ Board Of Directors

Emergency Preparedness Expert to Assist Emergent’s Commitment to Protecting Military and First Responders Against Biological Threats

GAITHERSBURG, MD., July 12, 2006 — Emergent BioSolutions today announced that Joe M. Allbaugh, who served as the Director of the Federal Emergency Management Agency (FEMA) under President George W. Bush from 2001 to 2003, has joined its Board of Directors.

“Mr. Allbaugh is a recognized leader in emergency response and preparedness with a distinguished career in public service at all levels of government and we are very pleased that he has agreed to join our Board of Directors,” said Fuad El-Hibri, Chairman and Chief Executive Officer of Emergent BioSolutions. “Given his involvement in shaping emergency response during times of national crisis, Mr. Allbaugh brings a wealth of knowledge and expertise to our board and his insights will be invaluable as we continue to expand all aspects of our business.”

As the Director of FEMA, Mr. Allbaugh was responsible for coordinating the federal government’s $8.8 billion response and recovery effort following the September 11, 2001 terrorist attacks. Earlier in his career, while serving as Governor Bush’s Chief of Staff and the State of Texas’ lead on emergency response, Mr. Allbaugh oversaw nine presidential disaster declarations and more than 20 state-level emergencies. Prior to serving as FEMA Director, Mr. Allbaugh was the National Campaign Manager for Bush-Cheney 2000, Inc. and served as Chief of Staff to Governor Bush in Texas and as Deputy Secretary of the Oklahoma Department of Transportation.

Since March 2003, Mr. Allbaugh has served as President and CEO of The Allbaugh Company, LLC, a Washington, D.C.-based corporate strategy and consulting firm with offices in Austin, Texas and Oklahoma City, Oklahoma. A native of Blackwell, Oklahoma, Mr. Allbaugh earned a Bachelor of Arts in Political Science from Oklahoma State University.
